I respect anyone's 5 tiles radius ownership rule unconditionally, i expect those who has 5 tiles radius rule to do the same to me. Although feel free to ask for permission first if you wish to kill your favorite npc in my tiles, usually the answer is yes.
I expect anyone not to settle or exo their city within 10 tiles radius from any of my city, except for my fellow ally and friends. Less than 5 tiles is still forbidden.
