Wartow
Why am I unhappy about what I found your harvesters doing?
My philosophy on harvesting is simple. If there is no army guarding the resource then I view it as being unimportant to you or any other player in the game.
What about the 5-square, 10-square, 20-square, or whatever number I deem to be applicable to this situation rule? The mechanics of the game do not enforce your preference for radius around your city but an encampment of your forces would gladly prevent unwanted harvesters.
What about the fact that I made that kill you're harvesting? See my philosophy above. There are plenty of players in this game that do not care about some of their kills. Perhaps they are building commander XP? Relieving gold burn? Don't have skinners and/or cotters? There are numerous NPC on NPC crimes to also claim that no player made the kill and why allow nature's work to go to waste?
Why did I find your harvesters so far away from your cities? I don't employ my harvesters to sit around. I like to send them on long walks. I recognize that they may show up and fail, die, or bump another player. It is just a hazard of the practice. If you are concerned that you killed one of my harvesters, don't be. Just give them a proper burial or lead me to believe you did as much. I won't be contacting you with a dumb demand for reimbursement.
Why didn't you view my profile to see where I posted my verbose claim to the squares on which I found your harvesters? Your profile is not a binding contract. I bet you also have some nice GC quotes involving yourself and your favorite "friend of" logo there too. Good luck with that.

How do I find my city on the world map?
Who is Wartow?
When the Avatar met him, Wartow was content with enjoying his remaining years in peace. At the behest of Shirita, the Avatar could speak to the old man about Humility. Questioned about it, Wartow asked the Avatar if the hero hated Lord Blackthorn. If the Avatar replied in the negative, Wartow was pleasantly surprised that the Avatar didn't let hate rule his actions despite the crimes that Blackthorn had committed, and thus felt the hero worthy to know the mantra of Humility: LUM.
