450 population allows a second city to be settled, if you have the pioneering research and have spent 4 days training a settler.
Population is increased via buildings - the food upkeep a building requires is equal to the population it provides.
Thus some very useful buildings, like resources, the library, marketplace, and barracks provide very minimal population -
Others, like advanced res production buildings, the common ground, mages tower, and tavern provide much higher population.
The architects office gives very decent population per build hour, and has the added benefit of making all future buildings go up faster.
This is less useful for people who invest heavily in Prestige, but it was a building I leaned on a lot when I was new.
