Other information;
Avengers do not recognise sov claim on rare resources over 10 squares from player cities. If you want it put an army on it.
Alliance members retain the right of all rare resources tiles up to 5 tiles from their cities. Anything outside of that and up to 10 tiles from an alliance members city, can be harvest under mutual agreement with that alliance member.
It's entirely possible that members will receive regular drops of basic resources to help them build their cities.
