Like many established players in the game, we do not allow harvesting within 5 squares of our cities. Especially on Sovereignty squares. New players please refer to your map and ensure that the sovereignty box is checked before sending out harvesters. Look before sending. If you ask to before harvesting it goes a long way in preventing misunderstandings.
