Research the Espionage diplomacy technology, and create 150 spies. Send them all at once to the Steamtastic Brewery at -513 | -96 on the world map, scour the place, find out what they are up to. Any less and those crafty little henchmen will surely have enough spare beer on hand to drown out the investigation. Take these in case you decide to take on this quest, the spies' materials and their pay should be on the way. Once you get to the bottom of this Gnomery, let me know and you'll be given the rest of your rewards.
