Harvesting rules:
1. Dont harvest on my sov squares!
2. Ask before harvesting within the 5 squares around my cities.
3. You are allowed to harvest within the 10 squares around my cities without asking, but if you don't ask I might bump your harvesters (but I won't kill them).
4. If I harvest on one of your harvesting sites, please don't kill my harvesters. If you ask me, I will send you the things I have harvested there.
