I ask that you do not place armies within 5 squares of any of my cities without permission.  I will attack them without warning. I reserve full rights fo 10 squares around my cities except Middle Kingdom(where it is 5 squares). Any settlement/Army/Harvesting in my 5 squares would be seeing as Provoking activity. Any of those activities in 5-10 sqs of my cities would be negotiable given that you ask first.
