Under Heaven, there is but one order.
For generations, the lands of Illyriad have been divided between petty kingdoms, wandering warlords, merchant princes, and those who mistake disorder for freedom. Borders are drawn and erased. Thrones are inherited by men who have neither the wisdom nor the virtue to hold them.
The Celestial Empire rejects this disorder.
From the Forests of Almenly, the Imperial Court establishes its seat beneath Heaven. Here, surrounded by ancient forests and protected by the strength of the Empire, the Mandate has found its earthly foundation.
The forests of Almenly are not merely territory.
They are the heart of the Empire.
From Almenly, the Empire shall administer its lands, cultivate its wealth, raise its armies, and extend the order of Heaven across Illyriad. The Emperor's authority does not come merely from armies or titles. It comes from the Mandate of Heaven, the divine principle that Heaven grants authority to those who possess the virtue and strength necessary to govern.
A ruler who protects his people, maintains order, and brings prosperity possesses the Mandate.
A ruler who abandons his people to corruption, famine, lawlessness, and war forfeits it.
Thus the Celestial Empire does not claim legitimacy merely because it possesses power.
It possesses power because it has accepted the responsibility of Heaven.
THE MANDATE
The Empire recognizes five obligations of the Imperial State:
Order.
The Empire shall bring stability where there is disorder.
Prosperity.
The Empire shall cultivate the land, protect trade, and ensure that its people may prosper beneath its protection.
Unity.
The Empire shall not be divided by petty rivalries, personal ambitions, or the disputes of lesser lords.
Defense.
Those who threaten the Empire or its subjects shall be answered with the full strength of the Imperial armies.
Virtue.
Power without responsibility is tyranny. The Empire therefore recognizes that the Mandate must be continually earned through competent rule.
The Mandate is not a crown that may simply be worn.
It is a burden that must continually be carried.
THE FORESTS OF ALMENLY
The Forests of Almenly constitute the Imperial Heartland.
Within these forests stands the foundation of the Celestial Empire: its cities, its estates, its military establishments, and the institutions of Imperial government.
The forest provides the Empire with more than timber and territory. It provides the isolation necessary to build without interference, the resources necessary to sustain an army, and the strategic depth necessary to defend the Imperial realm.
From Almenly, roads will extend outward.
Trade will follow them.
Armies will follow them.
And wherever Imperial authority is established, the law of the Empire shall follow.
The Empire therefore considers the security of Almenly to be a matter of the highest importance.
An attack upon Almenly is an attack upon the Imperial heart.
